GitHub Scan Status Checks

When running a GitHub QuickScan and/or a scan triggered from a GitHub Webhook, SOOS will create a GitHub Check which will be updated as the scan runs.  This gives users insight into when a scan is running or has run without having to leave the GitHub UI.

Once the scan has completed the Check will be updated and will include a link to the scan result, the count of each issue type, such as Vulnerabilities and Violations, along with the max severity for each issue.
